The action will direct the Commerce Department, in consultation with other federal agencies, to craft an enforcement strategy.

The U.S. worries that China could use Huawei gear to gain access to private, commercial or other information that could compromise North Atlantic Treaty Organisation and allied intelligence operations.

James Andrew Lewis, director of the Technology Policy Program at the Center for Strategic and International Studies, told Al Jazeera that "most of the espionage cases in the United States involve China, and Huawei is a tool of the Chinese government".

Some countries, including Australia, have taken steps to block Huawei from the 5G networks, but the United Kingdom and others reportedly plan to still allow the firm to participate.

The order, which has been under review for more than a year, is aimed at protecting the supply chain from "foreign adversaries to the nation's information and communications technology and services supply chain", said Commerce Secretary Wilbur Ross. Reuters reported in December that Trump was still considering issuing the order and other media reported in February that the order was imminent.

The order paves the way for a ban on doing business with China's Huawei, though it did not name specific countries or companies.

The executive order comes at a delicate time in relations between China and the U.S.as the world's two largest economies ratchet up tariffs in a battle over what US officials call China's unfair trade practices. Huawei's founder and president, Ren Zhengfei, denied the allegations in an interview with "CBS This Morning" in February.

It cleared the way to ban Huawei from America's 5G networks.

According to a White House statement, Mr Trump's order aims to "protect America from foreign adversaries who are actively and increasingly creating and exploiting vulnerabilities in information and communications technology infrastructure and services".

Prosecutors also charged its chief financial officer with wire fraud and bank fraud and alleged that the company violated sanctions against Iran. The governments of Germany and France are among those not heeding US warnings.

FCC Chairman Ajit Pai last week said that he is waiting for the department to express views on how to "define the list of companies" that would be prohibited under the FCC proposal. In January 2018, US carriers shunned Huawei's newly-launched flagship, the Mate 10 Pro.
