The move prompted immediate criticism from the USA, with Secretary of State Mike Pompeo reportedly stating that Washington would not stand aside from Russian actions with regards to Venezuela.

Reporter Javier Mayorca wrote on Twitter on Saturday that the initial plane carried Vasily Tonkoshkurov, chief of personnel of the ground forces, adding the second was a cargo plane carrying 35 tonnes of material.

Russia's foreign ministry has stated that the presence of "Russian specialists" in Venezuela was governed by a military-technical co-operation agreement between the two countries.

Russian Federation says it is concerned that the U.S.is considering military intervention in Venezuela.

The rift between Russia and the United States over how to resolve the crisis in Venezuela widened following the weekend arrival of the Russian personnel, who are there to support Venezuelan President Nicolas Maduro.

The power crisis has sharpened a political struggle between President Nicolas Maduro and opposition leader Juan Guaido, who urged supporters to protest as a response to Venezuela's deteriorating infrastructure. The United States was quick to condemn what it felt was an encroachment in South America, while Russian Federation downplayed the incident, hinting that it had routine military contracts to fulfill at the time.

On Wednesday, Zakharova lashed out at the U.S. call on Russian Federation to withdraw its military personnel, saying that U.S. President Donald Trump should first honor his own pledge last fall to withdraw U.S. forces from Syria.

The blackout came less than two weeks after reliable power service was restored following a prolonged blackout that began on March 7.

Blackouts are continuing, according to Reuters.

The Russian agency recalls that the opposition leader, whose term as speaker of the Venezuelan parliament was terminated by the Supreme Court on January 23, declared himself as Venezuela's provisional president during a rally in Caracas.

Amongst other sanctions, the U.S. has previously proscribed Venezuela's state-owned oil and natural gas company PDVSA in a bid to stifle funding to the Maduro regime.
