EU plans speed-limiting technology in all new cars in 2022

All new cars to be fitted with mandatory speed limiters from 2022 under shock EU rules

It will be one of 15 new safety features fitted as standard to cars, HGVs or buses.

All new cars are to be fitted with special devices from 2022 to automatically make them keep to the speed limit under European Union rules.

Antonio Avenoso, the ETSC executive director, said: "There have only been a handful of moments in the last 50 years which could be described as big leaps forward for road safety in Europe".

Intelligent Speed Assistance systems - known as ISA - will be able to work out the exact speed limit while driving and will ensure that the auto doesn't exceed it. Another feature already standard in many new cars, a lane departure warning system, will become obligatory.

Other measures to be implemented into road safety standards include Automated Emergency Braking with pedestrian and cyclist detection.

The EU proposals have passed the first stage to becoming law, and now need to be approved by the European Parliament and member states.

The European Commission points out that 25,300 people died on EU roads in 2017, while another 135,000 were seriously injured.

All new models will be required to have the technology fitted by 2022, though models already on sale will have a grace period until 2024 to figure out how to retrofit all of the mandated devices.

The package of measures needs to be ratified by the European parliament, which is likely by September.

Brake's director of campaigns, Joshua Harris, explained: "This is a landmark day for road safety".

Similarly to the speed limiters available on cars now, the system can be overridden by a sharp push on the throttle. "We can and must act to change this", Commissioner Elżbieta Bieńkowska said.

Next steps. The political agreement reached by the European Parliament, Council and Commission in the trilogue negotiations is now subject to formal approval by the European Parliament and Council. The new safety features will become mandatory from 2022, with the exception of direct vision for trucks and buses and enlarged head impact zone on cars and vans, which will follow later due to the necessary structural design changes.

"Euro NCAP has tested manual speed limiters since 2009 and has long promoted their fitment to new cars", Avery said.

The Commission also presented a Communication on Connected and Automated Mobility to make Europe a world leader for autonomous and safe mobility systems.

The speed limiter, known as intelligent speed adaption (ISA), relies on Global Positioning System and online maps to restrict the speed of a vehicle to the road speed limit.

"Limiting speed may initially sound somewhat Big Brother-like, but as it stands the intention is for the technology to be overridable in certain situations - for example by pressing hard on the accelerator to complete an over-taking manoeuvre". Digital maps lack speed limit information for many roads, and the data is not always current.
