Pentagon Notifies Congress It's Tossing $1 Billion At New Border Construction

The Pentagon has formally greenlighted the transfer of up to $1 billion towards the construction of "roads and fences" as well as lighting along the US-Mexico border wall, as part of a crackdown on drug trafficking.

The Pentagon notified Congress late Monday that it had authorized the transfer of funds under a federal law allowing it to "construct roads and fences and to install lighting to block drug-smuggling corridors across worldwide boundaries of the United States in support of counter-narcotic activities of Federal law enforcement agencies".

The Democratic-controlled House of Representatives passed a resolution to overturn the emergency last month, and 12 Republicans later sided with Democratic Senators to get it through the Senate.

Mr. Smith wrote a letter to the Defense Department saying he was denying the attempt to "reprogram" the money.

The caveat to shifting fiscal year funds allocated to the military from one program to another only occurs in cases where Congress is consulted before the Pentagon acts. "And those risks were weighed and then, given a legal order from the commander-in-chief, we are executing on that order".

The Department of Defense authorized the Army Corp of Engineers to begin planning and construction for the project Monday night. Several lawsuits were filed in federal courts to challenge the emergency's constitutionality, which the president said he expected. The chamber vote of 248-181 fell short of the two-thirds majority needed to pass.

The construction would represent the first new section of Trump's long-promised border wall, and gives yet another political boost for the president after the special counsel Robert Mueller found no evidence of collusion between the Trump campaign and Russian Federation. He added that additional support from the military for border projection was a possibility, "subject to the availability of funds and other factors". I said: "'What were you going to use it for?' and I won't go into details, but didn't sound too important to me".

Shanahan said that the Pentagon's authorization is based on the Department of Homeland Security's own request to ensure that drugs are no longer sneaked over the USA border.

Congressional lawmakers on Tuesday used Neller's memos to try bolster the argument that the southern border wall is not necessary.

Flags fly outside of the U.S. Customs and Border Protection building in El Paso. Instead, the Pentagon told Congress what it was doing.
