Trump to seek another US$8.6b for border wall

While giving the bloated Pentagon "even more than it hoped for" by boosting USA military spending to $750 billion - anincrease of $34 billionfrom previous year - President Donald Trump's 2020 budget would cut Medicaid by $1.1 trillion over the next decade.

President Trump's budget proposal for 2020 calls for $8.6 billion in new border wall funding, a signal that the White House is not backing away from its demand that triggered a 35-day government shutdown.

Budget documents largely serve as starting points for negotiations and Trump's proposal sets up another possible confrontation with Congress.

The White House's new budget plan would also cut another $327 billion from a range of other welfare programs, including those that provide food and housing assistance, in part by imposing mandatory work requirements for certain recipients.

"It gives the president the ability to say he has fulfilled his commitment to gain operational control of the southwest border", an administration official said about the budget request. It will require a five percent budget cut on all domestic spending through multiple federal government agencies.

The plan sticks to budget caps that both parties have routinely broken in recent years and promises to come into balance in 15 years, relying in part on economic growth that may be uncertain. Leading Democrats immediately rejected the plan, signaling another bruising fight just weeks after a standoff that led to a 35-day partial government shutdown, the longest in us history.

The administration proposes to put $80 billion toward healthcare for vets - which is roughly a 10 percent increase from the current fiscal year - for 'veteran rehabilitation services, education and employment assistance, and suicide prevention'.

Lawmakers are nearly certain to ignore numerous Trump administration's proposals.

Trump lost the first round in his battle with Congress over wall construction money, with lawmakers rejecting any appropriation for the wall, while offering almost $1.4 billion in money for barriers. That's causing discomfort on Capitol Hill, where even the president's Republican allies are protective of their power to decide how to allocate federal dollars. "We hope he learned his lesson", they said.

A resolution opposing the emergency declaration quickly passed in the House, and the Republican-controlled Senate is poised to vote on that resolution this week.

"The whole issue of the wall, of border security, is of paramount importance", National Economic Council Director Larry Kudlow said Sunday in an interview with Fox News.

"The same thing will repeat itself if he tries this again", they said in a joint statement. The White House will project the economy to grow at an average of 3 percent annually over the net decade, including 3.2 percent growth for 2019.

The White House budget calls for a number of new programs to reduce Medicare spending, including by increasing audits of payments through Medicare Advantage, instituting new changes to reduce other forms of "fraud and abuse", and changing hospital reimbursement rates. Congress appears to have enough votes to reject Trump's action, but not enough to overturn his pledged veto. Mexico is still not paying for it.
