The Montreal-based engineering giant SNC-Lavalin faces accusations it paid bribes to obtain government business in Libya - a criminal case that has prompted a political quake for Trudeau government.

Trudeau said Wilson-Raybould did not come to him to express her concerns and said he wishes she had.

"Over the past months, there was an erosion of trust between my office and specifically my former principal secretary and the former minister of justice and attorney general", Trudeau said during a morning news conference in Ottawa on Thursday.

Former Minister of Justice and Attorney General of Canada Jody Wilson-Raybould, who resigned from cabinet last month, accused Trudeau and his aides of pressuring her to drop a criminal investigation into the engineering and construction giant, citing fears that thousands of jobs would be put at risk and that such a move could also hurt the chances of Trudeau's Liberal Party in the upcoming federal election this year. "And when there's an erosion of trust within the people involved, it further complicates what is already a hard decision for the attorney general".

Ms Wilson-Raybould resigned from her position in cabinet in February 2019.

Wernick called her December 19 and said: "I think (the prime minister) is gonna find a way to get it done one way or another".

The Federal Court of Canada on Friday dismissed a request by SNC-Lavalin to review a federal prosecutor's decision declining to settle criminal charges against the company out of court.

SNC-Lavalin is charged with offering Libyan government officials $48 million in bribes between 2001 and 2011 and would face a 10-year ban on federal contracts if convicted.

The Montreal-based firm openly lobbied the government for an out-of-court settlement that would result in a fine and agreeing to compliance measures, saying a conviction would lead to job cuts.

Wilson-Raybould refused to ask prosecutors to settle, and the trial is set to proceed.

He and his officials just wanted to talk about the case, and about options for reconsidering her decision against intervening in the prosecution of SNC-Lavalin. "Canadians expect and deserve to have faith in their institutions and the people who act within them ..."

Philpott's was the third resignation, so far, in the ongoing SNC-Lavalin affair that has shrouded the Prime Minister's Office in scandal.

Federal Conservative Leader Andrew Scheer kept the heat turned way up on Justin Trudeau during a visit to Manitoba Friday. "This is something that I was clear on and that I asked her, even though I heard that she had made a decision, she indicated to me that she had made a decision, I asked her if she could revisit that decision, if she was open to considering to looking at it once again".

"It's one thing for the government to give different tools to our court system, that happens all the time ... but then we let the course of justice run its course and we don't interfere".

And so, heeding his senior adviser's counsel, Trudeau made an offer to Wilson-Raybould which in his mind she could not refuse: veterans' affairs.

He said Trudeau "has lost the moral authority to govern".

On Wednesday, the Liberal MPs on the committee, who have a 5-4 majority, blocked an opposition call for her return.

The company sought a deferred-prosecution agreement.

"On the specific question of a DPA, the at is the attorney general's decision to make".
