Rogers said the U.S.'s ending military exercises with South Korea was a victory for Kim Jong-un and North Korea, not a savings of hundreds of millions of dollars for the USA, which is what Trump claims.

Last week's meeting between Trump and Kim broke down over what the Americans said were North Korea's excessive demands for sanctions relief in exchange for a limited offer to shut down its ageing main nuclear complex in Yongbyon.

He then took aim at Trump's recent North Korea summit, saying: "Trump, who calls himself the 'master of the deal, ' left Vietnam empty-handed".

Under U.S. laws, Trump would need to go through an involved process to soften U.S. unilateral sanctions against the North, which would put South Korean companies doing business in the North under the threat of U.S. boycotts.

Bolton also said the potential for denuclearization remains with President Trump, previously extending he would like to keep the relationship between the USA and North Korea.

Trump said he had to "walk away" instead of taking what he called a "bad deal".

Waters unloaded on the president in eight tweets late Monday night, starting with a criticism of his meeting with Kim Jong Un last week.

Waters has previously filed an inquiry for more information on Trump's finances to Deutsche Bank, which Democrats like Rep. Adam Schiff (D-CA) seem to believe holds the key to bringing down Trump.

Also Sunday, Trump says the reason he canceled large-scale springtime military drills with South Korea is to save "hundreds of millions of dollars" for which the U.S.is never reimbursed.

"We hope that both countries will continue their dialogue and that their leaders meet again quickly to reach an agreement that was held off this time", Moon said at Monday's meeting, which was also attended by the prime minister, spy chief and ministers of defence and inter-Korean affairs.

Bolton said Trump has "turned traditional diplomacy on its head, and after all in the case of North Korea, why not?"

"Trump, you have screamed no collusion and no obstruction of justice so many times, trying to influence others, that I think you really believe your own lies".

"I give my advice to the president", he later added.
