Israel on Sunday joined a growing list of countries led by the United States that back Guaido's claim to the presidency on the basis that Maduro's second-term election victory was fraudulent.

The Saturday evening announcement that the missions would remain open was a retreat after days of bellicose rhetoric prompted by the USA decision to recognize National Assembly leader Juan Guaido as the nation's rightful head of state.

"If anything represents a threat to peace and security, it is the shameless and aggressive actions of the United States and their allies to oust a legitimately elected president of Venezuela", Russian ambassador Vasily Nebenzya said, accusing the US of an "attempt to engineer a coup d'etat".

The Top United Nations political official told the Security Council on Saturday that dialogue and cooperation were vital to ending the crisis in Venezuela.

Russia, China, South Africa and Equatorial Guinea also blocked a US push for a U.N. Security Council statement expressing full support for Venezuela's National Assembly as the country's "only democratically elected institution".

Maduro's foreign minister, Jorge Arreaza, had already rejected the deadline during an emergency UN Security Council meeting on Saturday.

Pope Francis, winding up a trip to Panama, said Sunday he was praying that 'a just and peaceful solution is reached to overcome the crisis, respecting human rights'.

"We hope the country that accuses others can do likewise itself", Ma told the council. In response, the United States had refused to recognise Maduro's legal authority to "break diplomatic relations".

Maduro said the display showed the world he has the backing of the military, and that Venezuela's armed forces are ready to defend the country.

Maduro is accusing the opposition of working with the USA to overthrow him.

At a Caracas rally the Guaido said he would announce a date for "a grand march", and called on supporters to circulate copies of amnesty measures approved by the National Assembly to friends and relatives in the military.
