As Mexican officials try to move the more than 6,000 Central Americans packed into the open-air sports complex next to the border to a facility 10 miles (15 kilometers) from the nearest crossing, desperation has mounted among the migrants who arrived in Tijuana more than two weeks ago.

The decision not to prosecute came despite President Donald Trump's vow that the USA will not tolerate lawlessness and after extensive preparations were made for the caravan, including deployment of thousands of active-duty troops to the border.

"As President Trump and Secretary Nielsen warned, over the last few weeks we have identified over 600 known criminals and gang members in the caravan", the Department of Homeland Security said in a statement provided to Fox News.

One of the other men who illegally crossed into the United States after traveling in the caravan has been deported in the past. On Saturday he was nabbed near the San Ysidro border crossing along with two other Honduran illegal immigrants, having just crossed without permission.

The trio was arrested and taken to a Border Patrol station for processing.

Nooses, protest signs found outside Mississippi Capitol

US President Donald Trump, who has called the caravan an "invasion" full of "hardened criminals" and "thugs", is seeking to overhaul asylum policy to keep applicants out pending approval.

USA authorities are working on a new system to better record evidence if similar circumstances arise in the future, the official said.

"Depending on their country of citizenship and their case's final disposition, the Border Patrol may turn those people over to Immigration and Customs Enforcement", said spokesman Ralph DeSio. Asylum seekers are often released in the US pending the outcome of their cases in immigration court.
