Trump threatens to walk out of future briefings

Acosta's pass was revoked following a November 7 press conference during which a White House intern attempted to grab the mic out of Acosta's hands, and Trump verbally berated Acosta as the reporter continued asking questions. Acosta pulled the microphone away from the intern so he could continue speaking.

"You failed to abide" by "basic, widely understood practices", the letter to Acosta claimed.

The letter from press secretary Sarah Huckabee Sanders and communications director Bill Shine says that Mr Trump is "aware of this preliminary decision and concurs".

Trump was vague on the nature of the new code of conduct, and it's unclear whether it would pertain only to behavior at press briefings or whether it would apply to a journalist's outside behavior too.

Currently, 20 of the 49 seats in the press pool are taken by news outlets that didn't exist when seats were first assigned or by organizations new to covering the White House.

The White House has issued a new warning to CNN's Jim Acosta, saying his press pass could be revoked again at the end of the month.

CNN sought an emergency hearing, saying in a Monday court filing that the administration was creating "retroactive due process".

CNN and Acosta are seeking a hearing on a preliminary injunction "for the week of November 26, 2018, or as soon thereafter as possible", according to the filing. The network's lawyers want the judge, Timothy Kelly, to give the Trump administration until Tuesday to file a response to that motion.

"We are disappointed with the district court's decision", the Justice Department said in response.

In deciding whether barring Acosta amounted to "irreparable harm", a standard for granting temporary restraining orders, Kelly pointed to the case of journalist Robert Sherrill, who fought the White House's denial of his press pass in 1977 and also won the right to due process and a restoration of his pass (though he never actually reapplied for it).

Trump seemed to shrug off the loss, telling Fox's Chris Wallace in an interview that "it's not a big deal".

He also noted that other journalists at the November 7 press conference also attempted to ask a followup question even after Trump moved on to another journalist, but they did so without outcome.
