Thousands of firefighters are hoping to make progress in containing the Camp Fire - now the deadliest and most destructive in California's history.

Butte County Sheriff Kory Honea's office has identified four of the victims, publicly naming three. "If you've been up there, you also know the magnitude of the scene we're dealing with. Because I know the toll it takes on loved ones".

On Tuesday, a lawsuit was filed against PG&E on behalf of Camp Fire victims, claiming that its failure to properly maintain equipment was the cause of the fire.

Melissa Schuster, a member of the Paradise town council, told ABC News that the entire town "is a toxic wasteland right now". As of Monday night, almost half of the evacuation centers in Chico, Oroville and nearby towns were at capacity.

Some of the missing are not on the list, said Sol Bechtold, who is searching for his 75-year-old mother, Joanne Caddy, whose house burned down along with the rest of her neighborhood in Magalia, just north of Paradise, the town of 27,000 that was consumed by flames last week. But it added that dry conditions and steep terrain will continue to pose a challenge.

Butte County Sheriff Kory Honea said the devastation is so complete in some neighborhoods that "it's very hard to determine whether or not there may be human remains there".

Many victims in Paradise are believed to have been elderly residents or people with mobility issues who would have found evacuating more hard.

The number of people evacuated was down by about half from the day before, to around 100,000, authorities said, and the fire was partially contained.

The Woolsey Fire has blackened almost 94,000 acres and was also 30 percent contained as of Monday night, according to the California Department of Forestry and Fire Protection (CalFire).

Two deaths have been linked to the fire and a third body was discovered in the burn zone Tuesday.

The origins of both the Camp and Woolsey fires are under investigation.

Nearby, the Hill Fire in Ventura County has burned 4,531 acres and was 85 percent contained, according to a post by Cal Fire on Monday night.

PG&E shares have lost almost half their value since the Camp Fire broke out last week, from almost $50 last Wednesday to as low as $27 in Wednesday morning trading.

A spokeswoman for the California Public Utilities Commission says it is investigating the blazes in coordination with the state Cal Fire agency, and that it will be taking the two Electric Safety Incident Reports from Thursday into account.

A series of wildfires in Northern California's wine country last fall killed 44 people and destroyed more than 5,000 homes.

"It's important to remember that the cause (of the Camp Fire) has yet to be determined", PG&E said in a statement. The first notice came on Thursday, when investigators found the remains of five people in Paradise who were apparently trapped in their cars by the blaze.

The news was less severe on the southern end of California's wildfire front, where a blaze called the Woolsey Fire has killed two people, destroyed over 400 buildings and displaced some 200,000 people in the mountains and foothills near the Malibu coast, west of Los Angeles.

As the blaze roared west, devouring almost 6,500 homes, it created its own fire whirlwinds or "firenados", incinerating an area equivalent to 80 American football fields (100 acres) per minute.
