President Donald Trump tweeted that he had "been fully briefed on the bad shooting", the latest chapter in America's epidemic of gun violence that came just 10 days after a gunman killed 11 worshippers at a synagogue in Pittsburgh.

According to authorities, the shooter was 28-year-old Ian Long, a former Marine combat veteran who had been stationed in Afghanistan.

Thousand Oaks, located 40 miles northwest of Los Angeles, is frequently named one of the safest cities in the country.

Armentrout said it was important to help survivors of the shooting in Thousand Oaks.

The dead in the shooting rampage included sheriff's Sgt. Ron Helus, a 29-year veteran gunned down as he entered the bar, and Telemachus Orfanos, 27, who survived last year's massacre in Las Vegas, where a gunman in a high-rise hotel opened killed 58 people at an outdoor country music festival.

"Oh. son I love you so much".

Police said they had previous contact with the gunman.

"He is a very sick puppy", Trump said of the gunman, speaking at the White House before leaving on a trip to Paris. Governor-elect Gavin Newsom declared a state of emergency to provide assistance to the fire-hit areas.

"(He) said to her, 'Hey I got to go handle a call.

Outside her family's home, Orfanos' mother, Susan Schmidt-Orfanos, made an emotional plea for Congress "to pass gun control so no one else has a child that doesn't come home".

But Orfanos' mother doesn't want your thoughts and prayers. "I don't want thoughts", she says. "I'm hoping that he was stupid and ran away". But he declined to engage in questions on whether the nation needed stricter gun control laws.

One man who lived through the mass shooting in Las Vegas on October 1, 2017, had another brush with death when he survived a mass shooting at a college bar in Thousand Oaks, California, on Wednesday, Nov. 7.
