Voters in Michigan, Missouri, Utah approve marijuana legalization

The latter is the only state that does not authorize marijuana stores.

At some point, Congress will have to officially recognize what's going on by reconciling federal law, which still prohibits marijuana in any form for any goal, with state laws that tolerate medical or recreational use.

With Michigan voting to legalize adult use, neighbors like OH and IL could soon follow suit to help build a market in that region. The ballot measure comes ten years after MI voters approved the use of medical marijuana. Businesses will be issued licenses and cannabis will be subjected to a 10 percent excise tax in addition to a 6 percent state sales tax.

In Missouri, a state constitutional amendment that would legalize the use of medical cannabis was leading 61 percent to 38 percent in early returns, according to the secretary of state's office. Colorado voters passed their initiative on November 6, 2012 and had to wait a month until a new state amendment went into effect on December 6, 2012, making marijuana officially legal in Colorado.

"Michigan will be the first state in the Midwest to end marijuana prohibition and replace it with a system in which marijuana is regulated for adult use", Marijuana Policy Project deputy director Matthew Schweich, who directed the legalization campaign, said in a statement.

US efforts to legalize recreational marijuana use saw mixed results on Tuesday, as voters in MI approved a measure legalizing the drug while North Dakotans looked set to block it. It allows for the possession of up to 2.5 ounces of marijuana and cultivation of up to 12 plants for personal use, while also establishing a legal framework for the licensing and regulation of marijuana businesses and products. Counting Oklahoma, where voters approved medical marijuana in June, three red states have taken that step this year.

"I started to see that this was a lifetime chance because this is a massive shift where you know there are consumers who use this product and now that it was legal the market could be even larger", he said, adding that he expects that Canadian cannabis companies such as his own will eventually expand into the USA once marijuana becomes legal.
