But an independent review commissioned by CA found the body to be "arrogant and controlling" and partly to blame.

The long-awaited reviews of Australian cricket's highest echelons have rightly inflamed the shame that wrenched so many earlier this year when three members of the Test team, including the captain, perpetrated one of the most humiliating scandals in the venerated sport's annals.

The ACA said they will formally submit a request to Cricket Australia (CA) to have the trio return immediately to top-level cricket as a result of information contained in the culture review released on Monday.

Captain Steve Smith, vice-captain David Warner and batsman Cameron Bancroft were banned for their roles in the scandal.

"The players have already lost time in the game, chances to play for Australia, endured public humiliation and face massive financial penalties", Dyer said.

'The leadership of CA should also accept responsibility for its inadvertent (but foreseeable) failure to create and support a culture in which the will-to-win was balanced by an equal commitment to moral courage and ethical restraint, ' the review said.

Lehmann refuted a section of the cultural review that reported claims that Australian players had "abused" their own staff trying to carry out their jobs on match days.

Particular focus is placed upon the fact that in neither the "How We Play" element of the most recent Australian Cricket Strategy, nor the former coach Darren Lehman " s blueprint "The Australian Way", is any reference made to the spirit of cricket or to respect for opponents and umpires.

While CA's new chief executive would have preferred a stronger response, Roberts indicated his door was always open for players to express concerns.

"You're never going to have a game of cricket played where opposition aren't going to speak to each other. And so the sanctions stand, as I said several weeks ago". The group most critical of CA is the Australian Cricketers Association.

"I've been saying for the six years... we need a better working relationship, a much better all-round relationship, between the two boards".

"If Mark were to be chairman and he rang me and said "I want you to be on the board", I would be there in a flash, as would lots of other people who've contributed to Australian cricket".
