Erdogan never mentioned Salman in his speech and did not play an audio recording of the killing that news accounts have cited.

Saudi Attorney General Saud al-Mojeb said that investigators came to that conclusion after evidence presented by Turkish officials as part of the two nations' probe into the killing. Khashoggi's doppelganger was seen at various locations after the scribe was last seen walking into the Saudi consulate, with CNN reporting that the body double was seen exiting the consulate's back door after 90 minutes of Khashoggi's arrival at the premises.

A member of bin Salman's entourage on foreign trips was reported to have been seen at the consulate before the Washington Post columnist's death.

Turkish media have published a security camera image showing a vehicle belonging to the Saudi Consulate purportedly scouting a forest in the outskirts of Istanbul before the killing.

The Turkish President also stated that he wants the 18 detained Saudi nationals to be tried in Turkey by "an impartial team". "The U.S. nor the rest of the world should really accept this", said the official, who like others spoke on the condition of anonymity to discuss a sensitive topic.

The Turkish leader stressed the need for his police and intelligence services to conduct a thorough probe, both to avoid falsely accusing anyone and to fulfill a responsibility to the worldwide community.

Two sources told Reuters on Thursday that Central Intelligence Agency director Gina Haspel has heard the recording during her visit to Turkey this week.
