But it exposed a glaring flaw in Syrian and Russian military cooperation, which Moscow is due to close with the S-300.

The hotline - or "deconfliction mechanism" as diplomats refer to it - failed to prevent Russia's Ilyushin Il-20 military plane being shot down on September 17 by Syrian air defenses. Russia laid the blame on Israel, accusing Israeli pilots of using the Russian plane as cover, an account denied by the Israeli military.

Despite American condemnation and the Israeli state of alert with the Russian Defense Ministry announcement on Monday that it will supply the Syrian regime with S-300 defense missiles, it seems that Russia is determined to proceed with its project.

Frequently, Syria responds to these strikes with air defense fire against Israeli fighter jets.

A Syrian Soviet-era S-200 missile shot down a Russian surveillance plane last week, killing 15 people. He said the Russians were unable to get the Il-20 to a safe place because an Israeli duty officer had misled them, telling them of an Israeli operation in northern Syria while the jets were actually in Latakia, in the country's west.

Syria's current air defenses lack the highly-classified signal Russian planes send to their own air defenses to identify them as friendly.

Last week, Russia's foreign ministry said Israel must provide Moscow with more information about the downing of the military aircraft near the Syrian coast.

Mekdad said the missiles are for defensive purposes, adding that "Syria will defend itself, as it always did" - a reference to missiles Syrian forces fired at Israeli warplanes carrying out airstrikes inside Syria over the past months.

The Russian expert believes that Israel may tolerate losses during sorties in Syria up to a point, possibly even ramping up attacks by way of retaliation, as was the case with the loss of a fighter jet in February. But now Russian Federation holds Israel responsible for the downing of the plane.

The new S-300 model (officially called the S-400 and not yet supplied to other countries) is already in Syria - used by the Russian force protecting Moscow's airfield 25 kilometers south of Latakia.

Bolton said the USA would keep a military presence in Syria until Iran is no longer active there.

Israeli Prime Minister Benjamin Netanyahu has warned Russian President Vladimir Putin against delivering an advanced air-defense system to Syria, saying it will further destabilize the war-torn region.

"The security cabinet has instructed the IDF to continue to take action against attempts by Iran to establish a military presence in Syria while continuing the security coordination with Russian Federation", the statement read, echoing comments made by Israeli defense officials over the past week.
