Super typhoon Mangkhut, with hurricane-force winds well over 200 kilometers per hour (124 miles/h), had barreled past the northern tip of the Philippines, killing at least 50 people.

"We know disasters can make life especially hard for some groups, so we're putting in place measures to protect a diverse group of people, including children, women-headed households, men and boys made vulnerable by the disaster, people with disabilities and older people". The storm killed another four people in China, where Mangkhut weakened to a tropical storm as it churned inland Monday.

Hong Kong's normally secure and bendable bamboo-scaffolding used in construction could not withstand the force of the winds, and many scaffolds were ripped off of buildings, crashing into the streets below. Mangkhut which is the Thai term for mangosteen fruit in Southeast Asia was actually expected to move 62 miles towards the southern periphery of the city Hong Kong while steering towards the Chinese coastal area to the southern portion of Guangdong Province as well as Macau's gaming center.

The International Federation of Red Cross and Red Crescent Societies (IFRC) and the Philippine Red Cross have launched an international emergency appeal, seeking 2.7 million Swiss francs (152 million Philippines pesos) to assist 100,000 people for 12 months.
