As this storm continues to churn through North Carolina, it has dumped almost two feet or more of rain in many places.

Record flooding was also reported at Little River in Manchester, North Carolina, which had the highest flood level in the region, and the only river to have a water level above 30 feet as of Monday morning.

Florence's merciless deluge has already killed 18, trapped hundreds and made parts of North and SC impassable - and authorities say the worst flooding is yet to come.

"If you are refusing to leave during this mandatory evacuation, you need to do things like notify your legal next of kin because the loss of life is very, very possible", Mayor Mitch Colvin said, before adding: "The worst is yet to come".

Horry County Council Chair Mark Lazarus warned people not to focus on the storm leaving the area.

Authorities in SC reported one death, saying a woman was killed when her vehicle struck a fallen tree.

Storm surges - the bulge of ocean water pushed ashore by the hurricane - were as high as 10 feet (3 meters). Residents worked to secure the area, filling the gap with sandbags.

"We still have no water and power, so I'm happy to help if I can, there's nothing else to do", he said.

The death toll rose to at least 16 in North and SC, where roads were treacherous and even the most stately trees were falling.

About 467,000 customers were without service in North Carolina, including in the Wilmington area, which is surrounded by floodwaters and has been cut off.
