Border Patrol agents arrest suspected illegal immigrants in Rio Grande Valley Sector

Texas authorities have charged a U.S. Border Patrol supervisor in the killing of four female sex workers and an attack on a fifth who escaped and found help.

A fifth person - a woman named Erika Pena - was almost kidnapped on Friday, but was able to run from Ortiz and flag down a state trooper at a nearby gas station, according to an affidavit provided by the Webb County District Attorney's Office.

"We have probable cause to believe that he is responsible for this series of murders, which I would qualify as a serial murderer", said Isidro Alaniz, Webb County district attorney.

According to his booking records he is being held on $2.5million bond.

She said Ortiz eventually ripped her shirt off, allowing her to break free and run to a police vehicle that happened to be nearby, according to the affidavit.

"When she tried to escape from him at a gas station that's when she ran into a (state) trooper", he said.

Ortiz, 35, was found hiding in a truck in the parking lot of a hotel in Laredo, a city of about 250,000 people on the southwest border with Mexico.

The victims in the Ortiz case were killed or left for dead in rural parts of Webb County, which borders the Rio Grande. She claimed that the agent had torn off her blouse before she could run away from his vehicle. She was found not far from where the previous body was discovered and she later died at a hospital from fatal head trauma. Authorities said they believe Ortiz acted alone.

Alaniz said Ortiz is suspected of shooting the four victims, two of whom were identified Saturday as Melissa Ramirez, 29, and Claudine Luera, 42.

Ortiz was a 10-year veteran of the Border Patrol.

Andrew Meehan, a spokesman for Customs and Border Protection, said the government is fully cooperating with local Texas authorities. The first two were USA citizens, but Alaniz said authorities have not released details on the last two.

It was not immediately known whether Ortiz has an attorney.

The woman reportedly told law enforcement that Ortiz "hunted for his victims".

A spokesperson for the CBP told the press, "While it is CBP policy to not comment on the details of an ongoing investigation, criminal action by our employees is not, and will not be tolerated".

The document stated a similar sequence of events for the September 13 murder of Claudine Ann Luera and the September 15 murder of a woman identified as "Jane Doe".
