North Carolina Gov. Roy Cooper says there are over 12,000 people in 126 shelters as the first effects of Hurricane Florence begin to batter the state. At least 88,000 people were without power in North Carolina with the brunt of the storm yet to come, according to the state's emergency management agency.

More than one million people have already been ordered to evacuate the coasts of North and SC and Virginia, with thousands more moved to emergency shelters, officials said.

At 15:00 GMT (11:00 am), Florence was over the Atlantic Ocean about 230 km (145 miles) east-southeast of Wilmington, North Carolina, and moving northwest at 17 kph (10 mph), the NHC said. The probability slightly decreased to 28 percent for the storm to bring 39 miles per hour winds to Chatham County over the coming five days.

The storm's outer bands lashed towns on the barrier islands and on some of the Tar Heel State's rivers, as the center of the cyclone moved to make a probable Friday landfall. Millions of people are expected to lose power from the storm and restoration could take weeks.

According to a "Hazard Update" from CoreLogic released Thursday, Florence could produce between $3 billion and $5 billion in insured residential and commercial losses from wind and storm surge.

Although Charlotte is farther inland than the areas expected to the get the brunt of the hurricane force winds natives say they are anxious about the rain and risk of flooding.

A state of emergency has been declared in five coastal states - North Carolina, South Carolina, Georgia, Maryland and Virginia - as well as the U.S. capital Washington.

But Norfolk spokeswoman Lori Crouch said city officials would not force people to leave and that it's a "personal choice", the AP reported.
