How Trump's rules on coal-fired power plants differ from Obama's

Obama-era plan that Trump wants replaced was designed to cut US CO2 emissions to 32 percent below 2005 levels by 2030

The Natural Resources Defense Council called the replacement proposal President Donald Trump's "Dirty Power Plan".

On the campaign trail in 2016, Trump promised to repeal Obama's rule, called the Clean Power Plan.

In that scenario, the Trump E.P.A. predicts its plan will see between 470 and 1,400 premature deaths annually by 2030 because of increased rates of microscopic airborne particulates known as PM 2.5, which are risky because of their link to heart and lung disease as well as their ability to trigger chronic problems like asthma and bronchitis.

The new plan will result in deaths. The EPA's own scientific analysis of its new rule reportedly admits that the Affordable Clean Energy Rule could lead to almost 1,400 extra deaths per year compared to what would have occurred under the Clean Power Plan. Environmental groups say it will harm the fight against global warming.

Trump is scheduled Tuesday evening to visit West Virginia, the nation's second-largest coal-producing state. He made no direct mention of the EPA's announcement in the morning but ended a tweet about his upcoming trip by exclaiming, "CLEAN COAL!"

Administration officials are on track to finalize the new regulation next year, following a 60-day public comment period on Tuesday's proposal, but critics have already vowed to battle the effort in federal court and the legal disputes could take years to resolve. Environmental advocates and the architects of former President Barack Obama's ambitious plan derided the Trump administration's proposed replacement as political pandering and said it represented a us retreat from the global fight against climate change. The rule dictated specific emission targets for states based on power-plant emissions and gave officials broad latitude to decide how to achieve reductions.
