There's already plenty of debate over the Trump administration's plan to freeze fuel-economy and vehicle pollution standards as states like California vow to fight the relaxed rules, and even automakers signal their intent to press on developing cleaner cars.

Auto manufacturers now are mandated to incrementally reach an average fuel economy of 54 miles per gallon across their passenger vehicle and light truck fleets by 2025, under guidelines put in place in 2012 under President Barack Obama, The Trump administration proposes freezing the increase at 37 miles per gallon in 2020, and keeping that until at least 2025.

The Natural Resources Council of ME said the changes will result in more harmful pollutants drifting into ME - which already has among the nation's highest asthma rates - and "adds insult to injury by also eliminating states' rights to set our own clean auto standards". The proposal would reverse an Obama administration rule to raise mileage standards to an average 54.5 mpg, and would revoke a waiver that allows California and 12 other states and the District of Columbia to set more stringent targets.

California officials have said that they will sue if the federal government tries to force the state to lower its standard. "We urge California and the federal government to find a common-sense solution that sets continued increases in vehicle efficiency standards while also meeting the needs of America's drivers".

Another potential wrench in the proposal is that California and several other states have voluntarily adopted higher gas mileage standards, setting up a conflict between automakers that want a uniform standard for all states. The result, opponents say, will be dirtier air and more pollution-related illness and death.

It's got "everything to do with just trying to turn over the fleet ... and get more clean and safe cars on the road", said Bill Wehrum, assistant administrator of the Environmental Protection Agency.

General Motors said in a statement that it wants to work "with all parties to achieve one national 50-state program", adding that it was committed to "continually improving fuel economy and our commitment to an all-electric future". Some of the states poised to join the suit, including Pennsylvania, adhere to California's stricter standards.

The administration's proposal asserts that "attempting to solve climate change, even in part" is "fundamentally different" from the Clean Air Act's "original objective of addressing smog-related air quality problems". They said the average cost of a new automobile is $35,000 and attributed part of that to increasing fuel standards.
