North Korea just first stop on round-world trip for Pompeo

Appearing on a different Sunday talk show on CBS News, his National Security Advisor John Bolton said that the United States has developed a programme to dismantle North Korea's nuclear weapons.

The State Department said Pompeo would head on Saturday from Pyongyang to Tokyo, where he would discuss North Korean denuclearization with Japanese and South Korean leaders.

The Wall Street Journal, citing satellite imagery, reports that the bulk of the new construction at the facility in the North Korean city of Hamhung took place in April and June, around the time Kim was meeting with South Korean President Moon Jae-in, and later with Trump.

The Washington Post on Saturday cited unnamed us intelligence officials as concluding that North Korea does not intend to fully surrender its nuclear stockpile.

The U.S. goal remained "the final, fully-verified denuclearization of (North Korea), as agreed to by Chairman Kim in Singapore", a State Department spokeswoman said.

US Defense Secretary James Mattis has reassured East Asian allies that the US commitment to Seoul is "ironclad" - despite Trump's unilateral suspension of military exercises with South Korea and his warm words for a North Korean leader widely viewed as a brutal dictator.

He said the one-year program the U.S.is proposing would cover all the North's chemical and biological weapons, nuclear programs and ballistic missiles.

Bolton also said Sunday on CBS that during the US-North Korea summit in Singapore, Kim was "very emphatic several times" about turning over the arsenal, which was a change from previous regimes. Evidence collected since the summit points to preparations to deceive the U.S. about the number of nuclear warheads in North Korea's arsenal as well as the existence of undisclosed facilities used to make fissile material for nuclear bombs, according to the report.

Bolton, who has expressed hard-line views on North Korea, said that if Pyongyang has chose to give up its nuclear weapons program and is cooperative, then "we can move very quickly" and they can win sanctions relief and aid from South Korea and Japan.

Others say Pompeo should aim higher and get North Korea to commit to specific disarmament timetables and a "frontloaded" abandonment of its nuclear weapons and materials at an early stage.

Given North Korea's long history of deception, such reports are likely to raise more questions about exactly what was achieved at Singapore.

Some US officials believe that North Korea has about 65 nuclear warheads.

Pompeo is expected to present a demand for a full inventory of nuclear and missile programs and a schedule for them to be dismantled.

Kim made the on-site inspections of two textile plants located in Sinuiju, accompanied by senior officials of the ruling Workers' Party of Korea, according to the Korean Central News Agency.

"If they have the strategic decision already made to do that and are cooperative, we can move very quickly", Bolton said. "I really believe he means it".

"We're looking at the tail end of this major push on the nuclear missile program and economic development", he said, adding it may also be an effort to increase leverage ahead of more detailed negotiations. Now that we have concluded the U.S.
