Heavy rains and gusty winds continue to spread northward over Florida. A tropical storm warning was discontinued from Florida's Anclote River to the Suwannee River.

Heavy rainfall leading to flash flooding is occurring over parts of the Florida panhandle.

Florida Governor Rick Scott issued the declaration for all 67 counties in his state.

In Taylor County, there were voluntary evacuations for those in coastal zones and beach communities, mobile homes, RV parks and low-lying areas. No tornadoes were reported Sunday, however, in the Florida Peninsula.

The storm's approach triggered mandatory evacuations of some small, sparsely populated Gulf Coast barrier islands in one Florida county. The tropical system became a subtropical storm Friday, the National Hurricane Center said.

Jeffrey Medlin, meteorologist in charge at the National Weather Service's Mobile office, warned that even after the storm passes there will still be swells that could cause risky rip currents.

The National Weather Service said rains in Cuba could produce life-threatening flash floods and mudslides.

Tuesday and Wednesday are also expected to have soggy conditions as NWS said Charlotte will be under a 70 to 80-percent chances of precipitation with thunderstorms expected.

A tropical storm warning remained in effect for an area stretching from the Suwannee River to the border of Alabama and Mississippi. The storm was expected to make landfall later Monday.

Alberto has maximum sustained winds of near 65mph and those speeds are expected before the storm makes landfall.

Meteorologists expect a turn toward the north-northwest at a slower speed into Sunday.

But most other energy companies are leaving offshore crews in place while they watch 2018's first Atlantic storm. In fact, upper 80s will be widespread inland tomorrow with low 80s at the coast before sea breezes knock the numbers back into the 70s there.

Heavy downpours were expected to begin lashing parts of Florida, Louisiana, Mississippi and Alabama on Sunday.

Between four and eight inches of rain could pummel Florida Panhandle, eastern and central Alabama, and western Georgia before the storm moves on.

Florida, Alabama and MS were under states of emergency, while two Florida counties issued mandatory evacuation orders.

Maximum sustained winds were clocked at 65 miles per hour (100 kph).

The storm was located 50 miles west-southeast of Apalachicola, Fla., and 50 miles south of Panama City, Fla., moving north at a speed of 8 mph, the NHC said in its 11 a.m. EDT update.
