Political analysts say the changes in Pennsylvania might aid national Democrats in their attempt to flip the House from Republican control.

Earlier, a three-judge panel in Pennsylvania upheld the state's new congressional map. The state court then imposed the new map, drawn with the help of an outside expert, after the Republican-controlled legislature and Democratic governor couldn't agree on a new set of districts by a February 9 deadline.

The three-judge panel issued its decision with just one day left for the state's congressional candidates to circulate petitions to get on the May 15 primary ballot. Judge Christopher Conner and Judge Kent Jordan were chosen for the federal bench by President George W. Bush, while Judge Jerome Simandle was nominated by President George H.W. Bush.

While further court challenges are possible, Monday's decisions make it very likely that this year's congressional elections in Pennsylvania will be conducted using the new map, which will help Democrats.

They have received encouragement from President Trump, who tweeted they should challenge the new map "all the way to the Supreme Court, if necessary".

"The Plaintiffs are neither the Pennsylvania General Assembly nor a group to which Pennsylvania has delegated the Commonwealth's lawmaking power", the judges wrote.

"If the ice cream's melting on the dot, you have Justice Alito considering the...request", Chief U.S. District Judge Christopher Conner said during the hearing.
