A gunman has taken at least three people hostage at the largest care home for veterans in the United States.

Smith, a fundraiser for the nonprofit Pathway Home, was still inside the facility's dining hall and was not allowed to leave, he said.

California Highway Patrol have said they have officers on the scene and are attempting to "bring the situation to a safe conclusion".

The Veterans Home of California opened in 1884 and is the oldest veterans home in the country.

"There was an exchange of gunfire", Roberts said.

Yountville is about 50 miles northeast of San Francisco.

Reports of an active shooter at the Veterans Home of California-Yountville came in around 10:30 a.m., local time, a spokeswoman for the department told the San Francisco Chronicle.

A gunman dressed in black and wearing body armor stormed into the veterans home with an automatic weapon, according to the Napa Valley Register.

Events manager Elizabeth Naylor, who was working about 16km north of the veterans' home, said she heard waves of emergency sirens.

Residents were temporarily evacuated from the veterans home in October when fires raged through Napa County.

The sheriff's department did not immediately respond to a telephone call from The Associated Press.
