Mordaunt said she was taking action to make sure charities were "properly regulated" after the allegations.

"Our approach to this matter would have been different had the full details that have been reported been disclosed to us at the time", the Charity Commission said in a statement.

"With regard to Oxfam and any other organisation that has safeguarding issues, we expect them to co-operate fully with such authorities, and we will cease to fund any organisation that does not".

Oxfam received almost £32m from the government in the last financial year.

Goldring apologised yesterday and said he was 'deeply ashamed of Oxfam's behaviour [in Haiti]'.

"The way this appalling abuse of vulnerable people was dealt with raises serious questions that Oxfam must answer".

Responding to reports that staff who left Oxfam in Haiti later joined other aid agencies, without their knowledge of the incidents, Christian Aid: "We are committed to living out our values of respect and dignity for all, and we will investigate any claims about any individuals involved in the Haiti incident to ascertain the facts, should they relate to Christian Aid and should we receive further information".

He is expected to insist that Oxfam did not inform ministers of the.

A damning internal report into their conduct concluded: "It can not be ruled out that any of the prostitutes were under-aged".

Speaking about the allegations, she said: "I think it's a complete betrayal of both the people Oxfam were there to help and also the people that sent them there to do that job".

Porter was angry, she said, that he had still not received his security clearance. Several White House aides said Wednesday that Kelly's statement was a mistake.

Penny Mordaunt hit out at Oxfam officials who had used prostitutes while working in Haiti after the 2010 quake, dubbing their behaviour "despicable".

The French charity told AFP it made pre-employment checks with Oxfam but that the UK-based organisation failed to pass on details of his transgressions.

"Moreover we received positive references from former Oxfam staff-in their individual capacities-who worked with him", including from a human resources staffer, a spokesman said.

Andrew Mitchell has strenuously denied he was aware of any misconduct at Oxfam when he was in charge of the Department for International Development.

It said the vast number of aid operations working around the globe meant it was "not possible.to ensure that those found guilty of sexual misconduct were not re-employed in the sector".

One senior member of staff in Chad was reportedly fired for his behaviour in 2006.

She challenged Oxfam bosses to explain why a resulting investigation saw four staff dismissed and three resign - with no public disclosure.

Ms Mordaunt said the charity had also "categorically" stated to the Department for International Development (DfID) that no harm was done and beneficiaries were not involved.

Former global development secretary Priti Patel told BBC Radio 5 Live the Oxfam allegations had not surprised her and said it was "absolutely appalling".
