Pentagon unveils policy focused on deterring Russian Federation with smaller nukes

China, Iran, Russia Lash Out At US Nuclear Policy Plan

A nuclear war doesn't have to be the end of the world, according to the US government's latest Nuclear Posture Review.

"Our strategy will ensure Russian Federation understands that any use of nuclear weapons, however limited, is unacceptable", a policy document, "Nuclear Posture Review", by the US Department of Defense said.

The review clarifies the USA will use nuclear weapons only in "extreme circumstances", but those circumstances could include "significant non-nuclear strategic attacks".

"If the U.S. aviation equipped with nuclear weapons is deployed at the [US] bases in Eastern Europe and North Atlantic Treaty Organisation bases in the Baltics, at the former Soviet military airfields and airfields of the former Warsaw Pact countries, Russian Federation will, of course, redirect everything [toward these targets] swiftly", Klintsevich said.

And the White House said Russian Federation would face "unacceptably dire costs" if it threatened even a limited nuclear attack in Europe. "It enhances deterrence of strategic attacks against our Nation, and our allies and partners, that may not come in the form of nuclear weapons".

The Trump administration appears poised to expand the circumstances under which the United States might use nuclear weapons, including in response to a cyberattack. "It is clearly inspired by overblown Russian worries that USA missile defenses will make their missile forces obsolete".

The review recommends modifying "a small number" of existing nuclear warheads on Trident missiles carried on US submarines to reduce the weapons' explosive power.

Weaver said the most hard task for those working on the review was trying to address the gap between Russian and American non-strategic nuclear weapons. But the Pentagon concluded that China and Russia had not followed suit, and that "the capability of Russian and Chinese nuclear arsenals is actually getting better against ours", in the words of Air Force Gen. Paul J. Selva, vice chairman of the Joint Chiefs of Staff.

The U.S. report, which is largely in line with the 2010 review done by the Obama administration, reaffirms commitments to non-proliferation treaties but emphasizes the need to enhance capabilities to match with Russian Federation, showing supports for U.S. nuclear modernization projects.

"I'm sure they won't respond well", Soofer said Thursday. Steven Andreasen was the National Security Council's staff director for defense policy and arms control from 1993 to 2001 and teaches at the Hubert H. Humphrey School of Public Affairs.

The Pentagon is adamant the Nuclear Posture Review walks the line between maintaining a nuclear deterrence and encouraging controls on nuclear weapons.

Moscow also expressed its concern over the fact that the U.S. maintains and upgrades its tactical nuclear weapons in Europe, deploying them "in the immediate vicinity of the Russian borders".

What this NPR says is, we're going to increase the role of nuclear weapons.

America is neither increasing the number of its nuclear weapons, nor is it increasing the odds of a nuclear conflict, Under Secretary of Defense for Policy John Rood said at a Friday news briefing. A low-yield nuclear weapon was used in Hiroshima, Japan.

In addition, the review reverses plans to retire the B-83 bomb, the largest nuclear weapon in the USA stockpile. Congress will have to determine whether such systems are worth funding and, if so, how to afford them given the massive and growing costs of modernizing just the existing triad of nuclear systems deployed by the United States.
