In an interview on December 15, Mr. Merrill, a Republican who voted for Mr. Moore, flatly declared: "I have not seen any irregularities or any inconsistencies that are outside the norm".

Swearing-in ceremonies for Jones are set for January 3 when the Senate reconvenes from its winter break.

"I am looking forward to going to work for the people of Alabama in the new year", he said.

The Alabama State Canvassing Board, which includes Gov. Kay Ivey, Secretary of State John Merrill and Attorney General Steve Marshall, signed the certification to officially confirm Jones' stunning victory over embattled Republican Roy Moore. When CNN anchor Dana Bash noted that Alabama Secretary of State John Merrill is slated to certify the election results Thursday afternoon and not delay per Moore's request, Porter said that he and other Alabama officials could be in jeopardy.

Merrill's office received roughly 120 complaints of voter fraud, mostly from sources outside Alabama, and roughly 70% had already been investigated and adjudicated.

Jones and Moore were competing to fill the U.S. Senate seat that previously belonged to Attorney General Jeff Sessions. Moore, 651,972, 48.3 percent and write-ins, 22,852, or 1.7 percent.

Moore, the first Republican to lose a United States Senate race in Alabama in 25 years, moved late Wednesday to block state officials from certifying the victory of his Democratic rival on Thursday afternoon because of "systematic voter fraud".

Jones, a former USA attorney, claimed victory over Moore earlier this month, after various allegations of sexual misconduct plagued the Republican hopeful's campaign.

The certification was complete at 1:10 p.m. Thursday.

Defeated U.S. Senate candidate Roy Moore reacted to Alabama finalizing the election results by again saying experts agree the election was "fraudulent".

On election night, Moore had pegged his hopes on votes from military serviceman and provisional ballots. The complaint asked for a fraud investigation and eventually a new election. Moore denied the accusations and said in the lawsuit that he had passed a polygraph test to prove they are false.

Mr Moore's lawsuit alleges that there were voting irregularities in 20 precincts and calls for a fraud investigation and a new election. He said so far his office has found no evidence of fraud.

Citing a case that he said was "very concerning to a lot of people", Merrill described reports of a town with 2,200 residents - and where more than 5,000 votes were recorded.

"The reason I bring this up is because this does not sound like somebody who has credible enough information and credible enough ability to be an expert to say Roy Moore should be elected to the Senate", Bash said.

With Jones' upset victory in Alabama confirmed, the Republican party of President Donald Trump now holds 51 seats in the Senate and the Democrats have 49 - the slimmest of majorities.

At this point, questions about Moore's guilt or innocence regarding the allegations against him are moot.
