Rahman has been charged with preparing acts of terrorism and appeared at Westminster Magistrates Court on Wednesday, alongside Mohammed Aqib Imran, 21, who is accused of trying to join Isis.

The pair was arrested in London and Birmingham on November 28 by the Metropolitan Police Counter Terrorism Command.

The plan was "in essence an extreme Islamist suicide plot against Downing Street" by two men who have now been arrested, Sky News reported.

Rahman, 20, from north London, is accused of planning to bomb Downing Street's security gates and then attack the Prime Minister in the ensuing chaos.

The UK terror threat from Islamist terrorists is operating "at a scale and pace we've not seen before", said Andrew Parker, director general of MI5, in a speech in October.

In a related allegation, Imran is accused of trying to obtain a fake passport in order to leave the United Kingdom and travel to Libya. He said he was of no fixed abode and said his nationality was "Bangladeshi British".

The report by lawyer David Anderson that was requested by the government, said Britain's domestic security agency MI5 had intelligence about the bomber, Salman Abedi, and was due to discuss it at a meeting scheduled nine days after the attack occurred. The recording would have given Imran greater credibility with the terrorist organization, the document said.

The court appearance came a day after Home Secretary Amber Rudd told parliament that 22 terror plots by Islamic extremists had been thwarted since the killing of a British soldier on a London street by two extremists in 2013, AFP reported. An official report into the attack released on Tuesday found opportunities to thwart it had been missed.

In 1991, Irish Republican Army militants launched a mortar bomb attack on 10 Downing Street. Nobody was injured during that attack.
