The White House responded by canceling its daily press briefing at the last minute and having President Trump address pool reporters with some vaguely reassuring promises to "handle" Pyongyang's nuclear threat before bitching about Democratic leadership.

Speaking to reporters in the Roosevelt Room in the White House after North Korea launched a ballistic missile over the Sea of Japan, Mr Trump said that it would not change the United States strategy towards North Korea.

The tweet was jarring to Democrats, given that Trump had briefly struck a nascent deal with them a few months ago to discuss protecting young undocumented immigrants.

While it was unlikely the missile fired in the early hours of Wednesday could yet carry a nuclear payload, the missile itself probably had the capability of reaching the U.S. capital, or anywhere else in the country, said David Wright, co-director of the global security programme at the Union of Concerned Scientists.

Democrats also want money for a children's health program that serves over 8 million low-income children.
