In her first overseas trip since becoming leader, Ardern reiterated New Zealand's offer from 2013 to take 150 asylum seekers and refugees from Australian offshore detention centres.

'We do accept and we thank New Zealand for their generosity should be asking the Americans to expedite the USA resettlement arrangement and they should be accepting this offer from New Zealand, ' he said.

"What we are seeking to do is ensure there are opportunities for resettlement for the people on Manus Island and Nauru".

He said the USA refugee resettlement deal, which will take up to 1250 people, was the priority.

"We thank New Zealand for making an offer, we are not taking it up at this time", he said, reports the ABC.

About 600 people have barricaded themselves inside the detention facility, which closed on Tuesday and has no power, water or food.

"We have an arrangement with the United States where a substantial number - 1,250 - can, subject to the USA rigours vetting, be resettled in the United States".

Asked at her post-Cabinet press conference this afternoon if she's interested in meeting Mr Putin at APEC, Ms Ardern said she has to "prioritise those elements of our trade agenda which are acute".

"We, of course, do not have the circumstances that Australia is operating under, we can also not ignore the human face of what Australia is dealing with as well".

"Our position has always been that if you're adding to supply, for on-sale of that new dwelling, then you will be able to build", Ardern said.

Opposition Leader Bill Shorten believes the federal government should accept the offer.

"We should give consideration to what New Zealand is offering", former immigration minister Kevin Andrews told Sky News. The United Nations has called on Australia to urgently restore support to those on Manus Island, at the very least.
