Another warm winter forecast for swath of US

Winter Weather Forecast: Warmer Than Normal In Northeast, Says NOAA

It will be a warmer than average winter for much of the United States.according to NOAA's winter weather forecast released today [Thursday].

Scientists from NOAA's Climate Prediction Center said there is a 55 percent to 65 percent chance of La Nina weather conditions developing before winter begins - the second straight La Nina winter. La Nina phases typically bring more snow in both the Rockies and around the Great Lakes.

A better-than-average chance of below-normal temperatures is forecast for Minnesota, particularly from January into February. The 2015-2016 winter was record warm, about 4.55 degrees hotter than normal.

NOAA didn't place a bet on the odds of a wetter or drier winter in New England, saying the region had an equal chance of above-average, average, or below-average precipitation. He added that, "Basically the effect of a larger scale climate pattern that's moving through because of La NiƱa doesn't really have an effect on what we might see from lake effect".

PayPal And Facebook Partner For Peer-To-Peer Payments In Messenger
This announcement came today after the two companies teamed up to integrate PayPal payment services with the Messenger's platform. PayPal is rolling out this functionality to the Facebook Messenger app, and it will be available to U.S consumers from today.

The rest of the country falls into the equal chance category, which means an equal chance for above-, near-, or below-normal temperatures and precipitation because there is not a strong enough climate signal in these areas to shift the odds.

Nationally, Halpert said, he expected a generally warm winter, but not as warm a winter as the past two, which were No. 1 and No. 6 all time in terms of warmth.

Drier-than-normal conditions are most likely across the entire southern United States. In its US winter forecast released earlier this month, Accuweather predicts that some chilly winter weather is in store for the Northeast and mid-Atlantic, with January threatening to bring the coldest air of the season. "It's a good area to head out to if you're a big skier", Pastelok said.

The winter outlook is expected to be updated on November 16.
