Supreme Court order on firecracker ban expected Monday

In November a year ago, the court had stopped the sale of fireworks within the National Capital Region, which includes Delhi and nearby areas, following a petition flagging the alarming rise in pollution levels after Diwali.

The court wants to "see at least in one Diwali the impact of a cracker-free festivity".

India's top court on Monday imposed a ban on the sale of fireworks in the capital city and its adjoining areas especially the National Capital Region (NCR) until October 31, officials said.

Pollution around Diwali past year was the worst recorded in the capital for a decade, with visibility in many parts of the city down to a few metres for several days.

Reacting to the top court's order, renowned author and television personality Chetan Bhagat said: "Banning crackers on Diwali is like banning Christmas trees on Christmas and goats on Bakr-Eid". While a large section insisted that the ban would give a "cleaner future" to the children, others called the decision drastic, recalling how Diwali and bursting crackers go hand-in-hand. Diwali is on October 19 and the order effectively means that no firecrackers will be available for purchase before the festival.

Agencies like Greenpeace and TERI maintain that more - and time-bound - steps are required to ensure pollution levels do not reach alarming levels as has been witnessed in the last few years.

The apex court's ruling also left social media divided.

There is no denying that Delhi-NCR witnessed one of the worst spells of smog and ultra-elevated levels of air pollution in November 2016, to claim that this was caused by firecrackers alone is problematic.

India and China together account for more than half of the 4.2 million deaths attributable to air pollution worldwide in 2015, a study by the USA -based Health Effects Institute (HEI) showed.

India's Central Pollution Control Board told the court it also wanted the ban to be restored. Going by these considerations, the court said, "We are of the opinion that the judgment dated September 12, 2017 passed by this Court should be made effective only from November 01, 2017".

The apex court's decision was hailed by a cross-section of people including parents, experts and enviromental activists, who highlighted the national capital's hazardous air quality.
