Cops swooped on the Paris flat following a tip-off

Collomb says police found substances that "may be used to make explosives" in the unit.

The source had initially said that TATP explosives were found in the flat.

The Paris prosecutor's office said its counter-terrorism section has opened an investigation under potential charges of "criminal terrorist association" and "possession, transportation and production of explosive substances in relation with a terrorist action by an organized gang".

The pair were arrested as they were driving a small van that belongs to one of the flat's tenants, a police source said.

He was outside the building when he saw chemicals on a balcony of the apartment, and noticed a soldering iron and a hot plate through the window, the paper reported, quoting a source close to the investigation.

The police raid followed a tip from a craftsman, Collomb said in a statement.

It is reported two of the suspects are French nationals of North African origin who were not previously known to police.

Interior Minister Gerard Collomb said on Francetvinfo on Thursday that the men apparently wanted to set off explosives in a bank to steal money and had registered phone calls to unspecified people in Syria.

Some of the extremists behind the violence in Spain - mostly Moroccan nationals who were also preparing bombs made with TATP - visited Paris on August 11 and 12 about a week before their deadly rampage.

'It is possible there were links but honestly I don't know, ' Collomb said.

In February, a man armed with a machete attacked four soldiers on patrol at Paris's Louvre Museum, while in April another terrorist shot and killed a policeman on the Champs Elysees, right before the presidential election.
