The report offers some of the strongest evidence yet of allegations that President Bashar Assad's forces conducted the April 4 attack on Khan Sheikhoun in rebel-held Idlib province.

The findings, presented in Geneva, go further than those from the Organisation for the Prohibition of Chemical Weapons.

The failure to attack was criticised by Donald Trump during his campaign for the presidency, and he used the attack on Khan Sheikhoun to highlight how Assad still had access to stockpiles of sarin and was prepared to use it against civilians.

"Government forces continued the pattern of using chemical weapons against civilians in opposition-held areas".

Syrian forces have used chemical weapons more than two dozen times during the country's civil war, including in the deadly attack that led to USA air strikes on regime planes, United Nations war crimes investigators said on Wednesday.

The U.N. investigators found that 33 chemical attacks had taken place during the civil war.

The Syrian president denies using chemical weapons on his own people.

"Reporting on such heinous crimes and violations is the core of our work", said the Commission Chair, adding that the panel has a duty to attribute responsibility accordingly, regardless of the perpetrator.

Syrian civilians have been victims to a number of chemical attacks that have hit the troubled country over the past few years.

Since the April 6 attack on the Syrian airbase, the Trump administration has changed direction in Syria in promising Russia, Assad's staunch ally, to end a covert Central Intelligence Agency program that armed opposition forces there.

It was among four chemical attacks the commission tallied over the span of its investigation - including the use of "weaponized chlorine" in three other locations. As it turns out, no matter how much of Syria's stockpile of poison gas the Russians removed, they apparently made sure that there were plenty of weapons left to use on innocent people.
