Will the MTA's Subway Rescue Plan Work?

New York Governor Andrew Cuomo on Thursday called on the private sector to help improve New York City's aging subway system, saying business and civic organizations could each contribute $250,000 to join a "partnership council" and clean up dirty, decrepit areas.

Components of the first phase include signal and track maintenance, expanding major overhaul capacity from 950 to 1,100 cars per year to increase reliability, increasing the frequency of station cleaning by 30 percent and overhauling digital communications assets.

The union's elected officials and members showed support of the action plan on Wednesday at the MTA's monthly board meeting. They want him to split the $836 million price tag, but de Blasio says he won't give the MTA more city dollars until the agency spends its money more wisely.

"To the operating budget, Chairman Lhota's plan calls for $456 million in additional resources - it's quite an fantastic coincidence, that is literally the amount of money that the state of NY has diverted from the MTA's budget since 2011", he said at a press conference.

The mayor called Lhota's plan "a positive step", and emphasized that the city would work with the state and the MTA through its police, medical and homeless services, to help with law enforcement on the system and dispatch EMTs in medical emergencies.

"You slow down the subway system, you slow down the blood flow in this city", Cuomo said.

Lhota said the second phase of the plan would focus on modernizing the system, a much more massive and costly undertaking, and would be outlined in the coming weeks.

Promising action on New York City's chronic subway delays and train derailments, the state-run Metropolitan Transportation Authority unveiled a more than $800 million emergency plan effective immediately - as soon as the dysfunctional political system sorts out funding.

"I emphasize always: The state of NY controls the MTA and the state of NY needs to own up to its responsibilities because it controls the MTA", Mayor Bill de Blasio said in his own press conference yesterday.

Underneath the cordial surface, combustible NY politics still simmers.

Over the weekend, de Blasio rode the F train at the 4th Avenue-9th Street station and reiterated that it's Cuomo's responsibility to fix the subway system.

Remove seats from cars to create more standing room on crowded lines - like the L train.
